California passed legislation effective January 1, 2022, related to screening and training volunteers and employees who interact with children and youth. The law was passed as a response to multiple large sexual abuse claims.
AB 506 requires all organizations that serve children (including churches, schools, day cares, nonprofits) to perform a background check on volunteers and employees. This screening requires fingerprinting. Prints are then run for matches in California's criminal database.

Jeff Schweig is a retired police office with over 15 years of service, including five years serving as a sexual assault investigator. He is also a California court-recognized expert in juvenile sexual assault investigations. Jeff started Capital Live Scan in 2005 on the premise of protecting our communities one fingerprint at a time. He believes in providing individuals and organizations with a technology driven, low cost, efficient process for obtaining live scan fingerprints statewide.

Linda Schweig, who joined the company in 2021, recently retired from the California Department of Justice as an Assistant Bureau Chief with nearly 30 years of service. For the last 12 years, she has been providing oversight to the State’s Sex Offender Registry and Law Enforcement Data Applications. Additionally, her past assignments include oversight for the State’s Automated Fingerprinting System (AFIS) and the California Law Enforcement Telecommunication System Administration Section. She shares the same passion as Jeff in protecting our communities through live scan fingerprinting.
